Shurpa S. Efficiency increasing of investment in a human capital in Ukraine

The object of research is the process of investing in human capital. Methods: historical and logical, and analytical classification, economic-mathematical, graphical and analytical methods of statistical analysis.The approaches of determining the efficiency of investment in a human capital are researched. The essence of investment as bases of forming of a human capital, types of human capital investments are systematized. Methodical bases of an efficiency evaluation of investment in a human capital are proved. The analysis of indicators of the efficiency of investment for the main spheres of investment in a human capital - education and vocational training, health care, raising employment rate and earnings of the population, innovative development of economy and society, strengthening social and moral values is carried out. The integrated efficiency evaluation of human capital investments in Ukraine, an assessment of macroeconomic factors of efficiency of investment in a human capital are proved.The directions of efficiency increasing of the functioning of the institutes of forming of a human capital and the directions of diversification of sources of forming of a human capital are proved. The innovative instruments of efficiency increasing of investment in a human capital are offered. Suggestions for determining reserves increase the effectiveness of investments in human capital, creating a favorable institutional framework for improving access to and quality of education services used by the Department of Education, Science, the families, Youth and Sports of the Ivano-Frankivsk Regional State Administration. Recommendations to study the effectiveness of social programs in Ukraine, applied by the Ministry of Social Policy of Ukraine.
