Essay

It hereby substantiated that social standard should be considered as a certain tool of resolving contradictions between social and economical efficiency, as well as a factor of the macroeconomic system development. It is also reasoned that it is appropriate for Ukraine to determine the minimum salary as the base standard, estimation of which is conditioned on the absence of net domestic investments. Using the created herein economic and mathematical model of interconnection between the structure of primary distribution of Ukraine's GDP by income groups and the consumption structure, we developed methodical approach to determination of the minimum salary, and determination of the minimum pension and cost of living on the basis thereof. It is reasoned that the minimum salary increase can be achieved not only by means of reducing the shadow economy, but it also fosters its de-shadowing. We developed the procedure for determination and establishing social standard on the basis of the minimum salary, as well as adjusted the respective laws of Ukraine on the main social standards. It is proved that the minimum salary increase results, to the certain extent, in the solution of the domestic investment problem, the GDP growth, enhanced social efficiency and its balance with economical efficiency of the national economy of Ukraine.
