Topishko N. Social Protection of the Population as a Mechanism for Promoting the Development of the Society

Object of study: the formation and improvement of the social protection of population in terms of socio-economic transformation in Ukraine. Objective: developing of recommendations for optimizing the operating mechanism of social protection as a social institution of market economic system and the active component of social development based on the consideration of theoretical and methodological foundations and practical aspects of the evaluation issues. Methods: dialectical and systematic, statistical method comparisons and groupings, economic analysis, sociological, economic and mathematical, graphical and tabular. Novelty: first developed economic and mathematical models: model for determination the level of personal social protection and model of integrated assessment the level of social protection of population based on the theory of fuzzy sets and on the apparatus of fuzzy logic, which makes it possible to assess the level of social security, using both a quantitative and qualitative , both objective and subjective evaluations and complements existing economic and mathematical methods of modeling the socio-economic processes in order to make better management decisions concerning the regulation of SPP system, improved the substance of the conceptual apparatus SPP based on introduction to it’s the category "alienation "as deep sign of social and economic relations of modern society, instruments of the research the social protection of the population as a form of realization of social and economic needs, interests, rights, guarantees and freedoms. Scope of use: in the activities of Ukrainian Agency for Financial Development in drafting the Financial Sector Development Strategy of Ukraine till 2015, prepared according to the Decrees of President of Ukraine, Department of Labour and Social Protection of Ostrog District State Administration.
