In the thesis the concept of the modeling of increasing efficiency of labour potential usage of the region, which covers such steps as the rationale for increasing of the efficient use of labour potential of the region; analysis of the current state of the labour potential of the region; assessment of efficiency usage of labour potential of the region; a system of development and implementation of measures to improve efficient use of labour potential of the region on the basis of a reflexive approach. The implementation of the concept will allow for the management of labour potential of the region to accommodate the interests of state bodies and representatives of employers, self-employed and employees. The system of indicators of an estimation of efficiency usage of labour potential of the region by constructing a structural model of the efficient use of labour potential of the region and reflexive governance model to increase the efficiency usage of labour potential of the region reflect the reflexive interaction of economy department of regional state administration and labour potential was improved. A synthesis of the theoretical foundations of the economic essence of the labour potential as an economic category, its content and role in a market economy; the method of calculation of integral index of efficient use of labour potential of the region through the development of procedures for the valuation indicators, which takes into account both the limits of indicator change and its desired orientation have received further development.
