Found out the state of a problem in educational theory and educational practice, determined and characterized effective theoretical approaches (intellectually and procedure, motivational and personal, systemic), to address urgent for modern educational theory and practice of psycho-pedagogical problem - forming a creative activity of primary school pupils in the tourism and local lore work in secondary school. The characteristic nature of creativity and the creative process of the individual in its ontogeny as psycho-pedagogical problem, the place of the individual in his creative intellectual, spiritual, physical development and social advancement. Has been performed characterization the essence of leading concepts and has been given aown interpretation the essence of the phenomenon of "the formation of creative activity of pupils of primary school" within the conceptual and terminological paradigm. Defined and characterized leading psycho-pedagogical concepts, which forming the creative activity of primary school pupils in the tourism and local lore work in secondary school, given the characteristics of the leading approaches to the formation of creative activity secondary school pupils in the tourism and local lore work in secondary school and specific principles of formation studied phenomenon. The efficiency of pedagogical conditions of formation of creativity secondary school pupils in the tourism and local lore work has been proved.
