Essay

The object is graduate’s competitiveness at a labor market; the goal is the development of theoretical and scientific-methodological approaches for assessment and modeling of the competitiveness of graduates of vocational education; the methods are : analysis and synthesis, analogy, system analysis, system approach, statistical, cluster analysis, logic synthesis, expert evaluation, fuzzy sets theory and fuzzy inference; the novelty is the definition of the soft factor subsystem that are relevant concerning the forming of the graduate’s competitiveness at a labor market, including: network connections, level of competence, professional and social experience and family social capital; the methodical approach to the assessment of competitiveness of graduate’s competitiveness at a labor market basing on the fuzzy inference knowledge base building, the approach to the assessment of competence level by developing of formalize scales for the average mark in certificate on education and rating of the institution, and the definition of input variables of fuzzy classifiers are improved; the competency based approach to the understanding the sense of the category «competitiveness» got the further development; the scientific formalization for the cycle of economic relations concerning the determination of the demand of vocational education and completion of the graduate’s transit to a labor market using the block-streaming typology are conducted; the theoretical and practical results are following : the essence of vocational education are developed, the mechanisms of the public demand for education and interaction between the education market and the labor market are analyzed, the factors that are relevant to forming of graduate’s competitiveness at a labor market are studied, the approaches to the determining for the complex result of the offer in the field of educational services and the demand of a labor market for graduates are proposed; the mathematical model for the evaluation of competence level and modeling of the graduate’s competitiveness at a labor market; the proposals for a set of measures in the field of educational policy in Ukraine to enhance cooperation between vocational education and the labor market are grounded; the results of the research are implemented into an economic practice.
