The thesis is devoted to deepening the conceptual provisions, scientific and methodological principles, and also to the development of practical recommendations concerning the formation of the competency-based component of labour potential of the specialists in human resource management within the framework of the institutional field of the occupational standardization with due regard to socially responsible cooperation between higher education institutions, employers and the state. The essence and importance of the competency-based component of labour potential of the specialist in the interaction of its other components have been revealed. Conceptual provisions concerning the structural and logical sequence of formation processes have been proven. An interdisciplinary approach towards the methods of possible problems diagnostics of their implementation has been suggested. The state and the development trends of the professional labour market of the specialists in human resource management have been researched. Scientific and methodological foundations of the establishment of asymmetries between the labour market and the market of educational services have been suggested. The method of assessment of the formed level of the competency-based component of labour potential of the specialists in human resource management has been suggested. Corporate capabilities of forming the abovementioned component of labour potential have been diagnosed. The complex of instruments of socially responsible subjects concerning the regulation of the revealed market asymmetries has been proven. Methodological approaches towards modeling variative scenario of the distribution of spectrum of competencies in the professional development of the employees of human resource departments of enterprises have been developed.
