Essay

Object of study: the processes of labor re-emigration in the region. Objective: studying of theoretical-methodological and practical foundations to stimulate re-emigration of labor in the providing system of socio-economic development. Methods: analysis and synthesis, classification, dialectical, historical, economic and statistical analysis, comparative analysis, correlation and regression analysis, institutional analysis, sociological, graphic. The novelty: for the first time grounded conceptual approach to targeted programming in the sector of regulation of labor re-emigration in the region, which includes differentiation of means for effectiveness of use the migration capital in the economy of the region (in terms of active and passive its forms) and consideration of the possible "effects of rebound" of migration processes in the process of implementation of regional programs of labor re-emigration, improved conceptual and terminological foundations for the study of processes of labor re-emigration in the region in various sections of the study of categories and concepts, classification of the functions of labor re-emigration, which, unlike the existing ones, involves the allocation of basic (mobile, demo-reproductive, redistribution, economic, labor-providing, socio- and nation-creation) and extended (information, stimulating, selective, integration) functions that reveal the need for migrant perceptions as engine and potential of development, typology of mechanisms for regulation of labor re-emigration in the region with justification of its modern forms, the current priority functionality, selective approach to application by intellectual-age, professional, financial, status and hereditary criteria. Scope of application: in the work of the Committee of Supreme Council of Ukraine on Social Policy and Labour during the hearings on "Foreign Ukrainians: Current State and Prospects", Lviv Regional State Administration during the preparation of the project "Employment Program for population in Lviv region in 2010-2011", in the learning process of the National Forestry University of Ukraine in the teaching of standard courses "State and regional governance", "Labor economics for woodworking enterprises".
