Object of research: the process of innovative provision of vocational training of the unemployed in the system of regulation of the labor market. Purpose of the research: development of theoretical provisions, methodological approaches and practical recommendations concerning the innovative ensuring of vocational training of the unemployed in the system of regulation of the labor market. Methods of research: dialectical and historical, abstract-logical, system analysis, comparative analysis, statistical, clustering method, multidimensional factor analysis. Scientific novelty: for the first time a factor-criterial model of socio-economic efficiency of the innovative provision of vocational training of the unemployed by a mixed-dual system was elaborated, which introduction contributes to the emergence of a synergistic effect from the interaction of the four subsystems: "Theoretical training", "Professional-practical internship", "Market", "Innovations", which will allow to solve a complex problem of professional training, retraining and professional development of unemployed people on the basis of innovative training and production area, which ensures high labor force competitiveness on the labor market and positive impacts on the development of continuing vocational adult education throughout life; Improved: the organizational and economic mechanism of innovative provision of vocational training of unemployed persons, which functioning is based on the possibility of providing training, retraining and advanced training services under the newest mixed-dual system of training within the framework of the innovative training and production platform which is organized on the basis of the institution of professional (vocational and technical education), which, in contrast to the existing ones, combines innovations in theoretical and distance learning and apprenticeship at the place of production taking into account projected changes in market demands for the necessary professional competences of the unemployed; scientific approaches to the definition of the dichotomy of the system of mixed-dual education on the basis of the innovation training and production area, which bipolarity is manifested, on the one hand, in the possibility of obtaining fundamentally new knowledge, the implementation of traditional, algorithmic operations in the process of in-service training, on the other - in contradiction of material and ideal in the process of learning and the implementation of its results in knowledge, creative abilities, experience in solving innovative problems; theoretical and methodical approach to the formation of a rational model of vocational training of the unemployed, which leading principles in the conditions of structural and innovation transformations of the economy acquire a new meaning: systemacity manifests itself in the synergistic effect of interdependence and interconnection of the components of the triad "education - innovation - production"; complexity - in the outsourcing of the processes of interaction of all elements of the system to ensure the emergence of new qualities in educational processes; constructivism - in the active interaction of material (in-service training) and intangible (obtaining new knowledge) components of the system in order to create innovation; socialization - in providing a social effect from the introduction of innovations; democratization - in achieving the balance of interests of social partners, which, in contrast to the existing ones, allows us to determine the attribute of continuous education: "the institution of professional (vocational) education - an innovative educational and production site - production", which, unlike the existing approaches, to find out the integral role of the production stage in providing an innovative type of reproduction of educational activities; the concept-categorical apparatus by means of the author's definition of the concept of "vocational training of the unemployed", which, unlike the widespread, is considered as a well-organized and managed process of professional training, retraining and professional development of the unemployed, aimed at forming potential workers (usually on the basis of stable professional competencies) of the new skills and abilities that will ensure their mobility and competitiveness in the labor market, will stimulate the process of employment due to involvement of the relevant economic, organizational, psychological, pedagogical and scientific and technical factors; Be taken to the next stage: a methodical toolkit concerning the practical use of factor-criterion model, which allows to determine the impact of individual factors on the socio-economic impact of the innovative provision of vocational training of the unemployed and to determine the most appropriate for some innovation training production areas, the complementary composition of the mixed-dual system of training; the scientific substantiation of
