As a result of the critical elaboration of the existing scientific work, the modern vector of development of the concept of human resource management of high-tech enterprises has been substantiated. The dominants of measuring the efficiency of human resources management of high-tech enterprises have been determined. Scientific and applied toolset of ensuring the social and labour component of the efficiency of human resources management of high-tech enterprises has been highlighted with taking into account the strategic priorities in human resource management. The scientific and applied scenario has been suggested and the evaluation of the current state of indicators of decent work as a social and labour dominant of measuring the efficiency of human resources management of high-tech enterprises has been made. The trends have been determined and factor analysis of human resources management of high-tech enterprises in the context of social and labour measurement of efficiency has been conducted. The practice of using the toolset of ensuring the efficiency of human resources management of high-tech enterprises has been analyzed by the social and labour component. The theoretical and applied construct of the mechanism of improving the efficiency of human resources management of high-tech enterprises has been suggested in the dissertation. Innovations on the institutional context of remuneration as a priority factor of improvement of the efficiency of management of human resources of high-tech enterprises, have been suggested. Scientific and applied recommendations regarding innovative social and labour toolset of development and effective use of human resources of high-tech enterprises have been substantiated
