The dissertation is devoted to substantiation of theoretical and methodical bases and development of scientific and practical recommendations on social and labor relations regulation mechanisms formation in the united territorial communities for increase of life quality. The thesis identifies the structures of both: the sphere of business entity social and labor relations and the social and labor sphere of united territorial community, formes the methodological tools for social and labor relations regulating at the community level. Developed a modern paradigm of social and labor relations regulation in the united territorial communities for the quality of life improving, designed to ensure the purposeful influence of local governments on the processes of social and labor relations formation, passage and development, the expected results of which are effective use of available human capital , development of social and labor relations in the legal field, improving the quality of life in UTC. Done assessment of the social and labor sphere state and its impact on the quality of life in united territorial communities, proposed and applied a method of assessing the level of UTC transparency and scientific methodological approach to assessing the quality of life of the community by indicative parameters of its social and labor sphere and social and labor relations. Has been formed a set of indicative parameters of the life quality in united territorial communities and the procedure for their calculation. Developed the criterion scale of evaluation results interpretation, on the basis of which are constructed the coordinate matrices of researched indicators dependence for rural, settlement and urban UTC and formed maps of life quality improvement strategic reserves identification on the basis of social and labor relations development. Developed the scheme of processes interconnection in the cyclic mechanism of social and labor relations regulation for improvement the quality of life in united territorial communities on key processes of problems identification, decision-making and decisions realization with the characteristic of the specified processes subjects, methods, ways, tools, criteria and stages of their passing. Formed the list of basic characteristics of the problems which are subject to the decision within the functioning of the social and labor relations regulation mechanisms in improving life quality on the established five classification groups. Substantiated the composition of the social and labor relations regulation mechanisms structural components in improving the quality of life in UTC. Constructed the structural models of social and labor relations regulation mechanisms in united territorial communities, include the control system, support subsystems and a set of indicative parameters.
