The dissertation is devoted to modeling the information transparency of institutions of higher education online, the study of the system’s response to a certain state of information transparency, its existing structure, the search for effective interaction of subjects and objects of research in the online environment. In the dissertation it is offered to interpret information transparency as a category which qualitatively characterizes the information from the point of view of its accessibility, visibility, and possibility of distribution, informativeness, safety, value for the user, target level of which is defined in the course of interaction between subjects or objects which limit its significance. Its connection with quality assurance in higher education has been confirmed. The concept of modeling information transparency of higher education institutions is proposed, the model basis of which allows increasing the efficiency of interaction with stakeholders in the online environment. Methods of information transparency research have been critically evaluated and the list of criteria that determine its level has been supplemented. A taxonomic analysis of the financial condition of the industry and individual free economic zones for the period 2015–2019 was conducted, the results of which showed a deterioration in the value of indicators. The behavior of the stakeholders of specific institutions of higher education was reported online by means of fractal and recurrent analyzes based on the dynamical frequency of powering up their sites in the searching systems. The system of support of decision making and solutions on institutions of higher education web-sites usability maintenance has been explained. A questionnaire was carried out for 1170 stakeholders for the criteria of the use of the institutions web-sites. A model of an unclear logical type usability of the web-sites of institutions of higher education by the Mamdan algorithm on the basis of a refined version of the usability criteria was developed. The models of decision making on providing the information transparency for each institution of higher education by establishing the significance of influence of the certain entering running models of unclear logical results on the institutions of higher education websites usability are explained. Reserves and ways to ensure the achievement of the target value of information transparency by institutions for effective interaction with stakeholders in the online environment are substantiated
