Sinyaeva L. Formation of System of Labor Payment Crisis Management in Ukraine

Object of research: process of anti-recessionary management by expenses for a payment in Ukraine. The purpose of dissertational work is working out of methodological bases of anti-recessionary regulation of expenses for a payment and on its basis - concepts of formation and maintenance of a control system with expenses for a payment in the conditions of crisis. Research methods: a dialectic method of scientific knowledge and general scientific research receptions: the complex analysis and synthesis, the formal and dialectic logic, system generalisation, a klasifikatsionno-analytical method, the rather-economic and statistical analysis, a method of the factorial and index analysis, the sociological analysis and a forecasting method. Theoretical results: consist in working out of a new scientific direction of formation of system of anti-recessionary management by expenses for a payment in Ukraine. Practical results: consist that theoretical and methodological workings out on formation of system of anti-recessionary management by expenses for a payment in Ukraine are finished to level of teoretiko-methodological and scientifically-practical recommendations. Scientific novelty: for the first time: it is formulated and new direction of the scientific research, which essence consists in management of expenses for a payment in the conditions of an economic crisis; methodological bases of regulation of expenses for a payment are developed; conceptual bases of working out of the complex mechanism of management are offered by work rationing; are improved: model of formation of wages in the conditions of an economic crisis at the expense of synthesised use of market and state control levers and system engineering of continuous monitoring of a payment at all levels; teoretiko-metodological and scientifically-methodical bases of the expanded definition of the main functions of the law of distribution of the incomes caused by differentiation of relative density of different areas in creation of a public product and the national income; the complex multilevel approach to improvement of state regulation of a payment in Ukraine; Scientifically-practical approaches to definition of the minimum wages and its indexation; have received the further development: directions of adaptation of foreign experience of regulation of a payment to domestic conditions; directions of improvement of legal maintenance of improvement of quality of rationing of work in Ukraine; conceptual approaches to an estimation of differentiation of wages in a regional cut. Introduction degree: results research are introduced in practical activities of the State Committee of Ukraine on Questions of regulation policy and Businesses, the Zaporozhye Regional Oblast Administration, Open Company "Group" Energo "(Donetsk), Joint-Stock Company "Zaporozhye automobil factory", and also in educational process of Tavrijsky State Agrotechnological University, the Odessa State Economic University, Donetsk National University.
