Essay

Research object: process of investing in a human capital. Research purpose: increase of the personal interest of the state and management subjects in activation of investing for the accumulation of human capital on the basis of development of theoretical, methodological and methodical positions and practical recommendations on determination of estimation of investing in a human capital. Research methods: approach of the systems; logical generalization; expert estimations; absolute, relative and middle values, method of analysis of rows of dynamics and structural changes; plural regressive analysis; matrix; index; graphic. Theoretical and practical results: conceptual bases of determination of estimation are developed investing in a human capital, directed on reproduction of skilled labour force and increase of its competitiveness. The got methodical developments and practical recommendations are utillized: by the Donetsk regional soviet; by the management of education and science of Donetsk regional state administration; OC of "Alchevskiy is a metallurgical combine", OC of "Concern Stirol", OC of "Doneckgormash", SLL is "Combine of Kargill"; in the educational process of State Higher Educational Establishment there is the "Donetsk national technical university" of Department of education and science, young people and sport of Ukraine. Scientific novelty: the system of budgeting of investments is grounded in professional development of workers. The reproduction going is offered near the ground of model of estimation of effectiveness of investing in a human capital. Planning procedure and system of indexes of estimation of investing is certain in a human capital. The regional going is specified near the ground of necessary volumes of professional development of workers. Going near determination of terms of achievement of innovative development of economy is grounded. The innovative model of professional preparation of skilled labour force is developed. Approach of the systems is improved to determination of criteria of socio-economic efficiency of investment charges at investing in a human capital and of a particular branch going is grounded near the quantitative estimation of risks of investing. Essence of socio-economic category of "investment is specified in a human capital". The stages of life cycle of worker are selected on an enterprise. The complex system of scientific principles of investing is grounded in a human capital and conceptual principles of forming of his general efficiency are certain. Etapizaching of socio-economic development of the system of higher education of Ukraine is carried out. The sphere of the use is activity of executive branches of power, regional state administrations, territorial and of a particular branch organs of management on questions of the effective use, maintainance and recreation of human capital; research establishments; higher educational establishments.
