The object: management of a higher pedagogical educational establishment; the purpose: to substantiate theoretically and to prove experimentally the system of management for innovative development of a higher pedagogical educational establishment; the methods: analysis, comparison, classification, systematization, questionnaire design, the method of rating system, pedagogical experiment; novelty: for the first time it is developed a theoretical model of the system of management for innovative development of a higher pedagogical educational establishment which includes defining the essence of leading principles for innovative development in a higher pedagogical educational establishment the work develops criteria of efficiency for the system of management in innovative development of a higher pedagogical educational establishment, criteria of quality evaluation for a program of innovative development of a higher pedagogical educational establishment; results: it is improved the procedure of analysis of educational system components in a higher educational establishment for increasing of management efficiency in innovative development; it is developed the algorithm of a standard program for innovative development of a higher pedagogical educational establishment in the frame of developing a system of management in innovative development; branch - theory and methods of education management
