The object of study - the process of systemic transformation of human resources development in Ukraine. The aim of the thesis is to develop a theoretical and methodological foundations of the systemic transformation of human resources development, and on this basis - the integrity of the scientific concept of development of human resources in the context of ensuring conditions for sustainable development of the national economy. Methods: abstract, logical, comparative, causal, systematic approach, synergetic approach, modeling and forecasting methods of fuzzy mathematics, in particular additive and maksiminnoi convolution method surveys. The theoretical results are: lies in the design and development of theoretical and methodological, scientific and methodological basis of the systematic transformation of human resources development in Ukraine. Bottom line: consists in the fact that the scientific and methodological statements, conclusions and practical recommendations of the thesis are the scientific basis for the management of human resources in the Ukraine at the macro, meso and micro levels. Scientific novelty: for the first time: this advanced paradigm of human resources development, the conceptual basis of systemic transformation of human resources development in Ukraine, scientific and methodological tools of forecasting the development of human resources at the macro-and meso-levels, multi-level system of human resources development, improved: author definitions "Human Resources", "Human Resource Development", the classification of professional competence, scientific and methodological basis for the formation, content filling strategic regional socio-economic development (for example, the Odessa region), the structure of the organizational mechanism of human resources development, organizational and economic basics of human resources development at the regional level theoretical and methodological approaches to knowledge management in the management of human resources development through the definition of knowledge management as a process, were further developed: the structure of human resources management system.
