Essay

The object of study: the processes of high education management. The aim of study: the development of theoretical and methodological framework and grounding of methodological recommendations to reforming of High Education management basing on rationality. Methods of study: approximation; intentional explanations; content analysis; logical and epistemological analysis; dialectical dualism; algorithmic; object-oriented decomposition; combinatorics; statistics; generalization. The practical significance of results lies in the fact that the methodological principles of reforming of the High Education management were brought to the level of scientific and methodological developments and practical recommendations which allow to consolidate the interests of the state, individuals, employers and higher education establishments. Scientific novelty of results lies in fact that it was the first time when the decision of rationality as a methodological basis of management was proved; the diagnostics of rationality of High Education management was introduced basing on the 'cascade' interests of persons and entities. Were implemented: the rule that allows the state to perform the successful regulation of High Education development in the knowledge economy era; the procedure for determining and predicting of general needs in personnel due to generalization of professional and qualification requirements of employers. Further development have got: the systematization of spatial, temporal and sectoral parameters that allow to define the rationality of High Education management; the information support of individuals about the current requirements of employers in specialists which helps to choose the proper profession and qualification.
