Thesis is devoted to the problem of controlling the quality of general secondary education in the region. The normative and legal principles of state policy in the sphere of quality management of general secondary education are analyzed. The content of the conceptual provisions of normative legal acts, which determine the priorities and approaches to ensure the quality of education and the quality
of educational activities, is determined. The state of development of the problem is analyzed and the necessity to improve the state and ensure sustainable development of the system of general secondary education in the region is proved, which requires obtaining comprehensive knowledge about its state, then obtaining complete, objective, relevant, adequate, accurate information. The organizational structure
of the system for ensuring the quality of education, the content of its activities in relation to the regulation of the results of education for education applicants, established by law and the relevant standard of education is established. The content of the categorical-conceptual apparatus of the quality management system of general secondary education in the region is analyzed, the essence of the concept «efficiency of quality management of general secondary education» is determined. The scientific-methodical principles of the quality of management system
of general secondary education in the region were researched. Factors of regional influence on the development of general secondary education and content of functional components of the management system of its quality: role, purpose, objectives, directions of the function. The content of the mechanisms of quality management of general secondary education in the region is theoretically substantiated. A structurally-procedural model for managing the quality of general secondary education in the region has been developed, theoretically substantiated and experimentally verified, which reflects the sequence and interrelation оf the management system processes, aimed at continuous improvement of the quality of general, determines a complex of ordered management system actions aimed at meeting educational needs education providers and based
on regulated regulatory and quality regulation processes. The feedback is characterized between the subjects. Management levels are at three levels: regional, local, local. Is established the quality of general secondary education in the region.The concept of implementation of structural-procedural model of quality management of general secondary education in the region was developed and theoretically substantiated. Five conditions of its introduction into management practice are defined: carrying out of training of experts for carrying out of procedures of internal and external evaluation of quality of general secondary education; creation of a regional system for monitoring the quality of general secondary education on the basis of information and communication technologies; organization of explanatory work among the parents, teachers, educators on the goals and procedure for external evaluation of the quality of general secondary education; multi-factor analysis of the quality of general secondary education based on the results of monitoring studies; forecasting the development of general secondary education in the region. The criteria of effectiveness the implementation of the structural-procedural model of quality management of general secondary education in the region are determined: informational-diagnostic, organizational-coordinating, effective-corrective; is developed the methodology for evaluating the indices of each criteria. An experimental verification in accordance with the developed program is described, which was attended by representatives of the authorities of education, heads of secondary schools, staff methodological services, institutions of postgraduate education. The results of the experimental verification are summarized. The effectiveness of the administrative practice of the structural-procedural model of management of the quality of general secondary education in the region is confirmed by the results of the pedagogical experiment. Positive dynamics of indicators of the effectiveness of management in the experimental group were established, which is confirmed by the data of mathematical statistics. The scientific and methodological recommendations as for the improving the quality management system of general secondary education in the region were provided.
