Object – processes of structural shifts of the transitive labor market (TLM); goal – the purpose is to develop theoretical and methodological principles for studying the structural changes of TLM and practical recommendations for its regulation; methods - dialectical, systemic, structural and abstract-logical; analysis and synthesis, induction, deduction; sociological survey, observation, comparison and data compilation, grouping and dynamics series, absolute and relative values, index, correlation analysis, statistical simulation; novelty – for the first time a new direction was proposed for the study of the socio-occupational sphere, which consists in developing theoretical and methodological principles for analyzing the structural changes of TLM taking into account the transit of labor and its life cycles; scientifically substantiated original author's approach to the definition of educational and qualification correspondence of the workforce to the needs of workplaces; the classification of educational and qualification labor force misalignment for the needs of workplaces has been developed; the methodical principles of evaluation of educational and qualitative imbalances with the use of statistical modeling methods are substantiated; the mechanism of social partnership in the field of prediction of qualifications is developed; the mechanism of interaction of TLM and education market is improved; theoretical and practical results - defined characteristics of the transitivity of the labor market and introduced the author's definition of "transitive labor market", developed a system of indicators for assessing the flexibility of TLM 3, classified the system of indicators for the analysis of structural shifts on the TLM, built statistical models of evaluation of educational and qualification imbalances and the matrix of balancing TLM according to individual competencies, modernized mechanism of interaction of TLM and education market, developed mechanism of social partnership in the field of forecasting I qualifications, the technology of profiling the unemployed population has been improved; the results of the research are implemented into an economic practice.
