Object of the study: processes of development of intellectual assets of human potential in the national innovation system; the purpose of the research: substantiation and development of theoretical and methodological support, scientific and methodological foundations and practical recommendations for the development of intellectual assets of human potential in the national innovation system; research methods and equipment: dialectical, systemic-functional, abstract-logical, comparative analysis and dynamics series, special-legal method, statistical method; theoretical and practical results: a new direction of scientific research is developed that includes the development of conceptual provisions of the cognitive-creative paradigm of social development, based on the evolutionary change in the role of the intellectual component of human potential and the effective management of information and knowledge in the conditions of economic creativeness; the concept of the research of intellectual assets in the structure of human potential based on the introduction of scientific circulation and the definition of the content of the economic category "intellectual assets of human potential" is proposed; the scientific-methodical tool for evaluating intellectual assets of human potential as a driver of a new economy was developed and tested, which envisages a four-level measurement system; systematic scientific and methodological approaches to the formation of a multi-level innovation policy of a new economy in the context of capitalization of human potential; the system of strategic directions for the development of intellectual assets of human potential as a basis for implementing the cognitive-creative paradigm of social development at the stage of the formation of a new economy has been improved; the conceptual approach to the formation of the strategy of commercialization of innovations based on the definition of the content of the strategy as the target stage and the priority of the IALP development is proposed, and includes factors, levels, principles and stages of commercialization of innovations; the conceptual-categorical apparatus of the research of innovation activity, namely the author's definition of the basic concepts: innovation, innovations, innovation, innovative potential, innovative activity; theoretical and applied principles of the research of innovation activity in the system of factors of development of human potential that reveal the content of the category "innovative activity" on the basis of determining the typical features of the corresponding behavioral model and isolating the cultural and mental bases of its formation and transformation into the entrepreneurial model; theoretical and methodological foundations of human potential research in the context of transforming its role and socio-economic essence into the new economy and information society in order to enhance the ability to generate and transform knowledge into innovation, their capitalization and commercialization; it is proved that the result and prerequisite for the development of IALP is the fact / process of commercialization of innovations as a sign of capitalization; the triple content of the category "commercialization of innovations" is substantiated; further developed the methodological provisions for carrying out structural analysis of national innovation system by identifying (singling out) its actors (business sector, educational and scientific institutions, the public and authorities, individuals); approaches to the definition of the essence of the category "intellectual capital" at the national level on the basis of its research from four positions; scientific and practical approaches to the development of intellectual assets of human potential, based on a set of measures that promote the commercialization of innovations and provide for improvement of the regulatory framework for the regulation of innovation and transfer activities; degree of implementation: developments implemented in the practical activities of National Mediation and Reconciliation Service, Committee on Agrarian Policy and Land Relations of the Verkhovna Rada of Ukraine, Zaporizhzhya Regional State Administration, Kherson Oblast State Administration, Zaporizhzhya City Council in Shevchenkivskyi District, Zaporizhzhya Chamber of Commerce and Industry, Zaporizhzhya City Council, Zaporizhzhya regional organization of the society "Knowledge", PJSC "Zaporizhstal", PJSC "Dneprovskij Coke Plant", in the educational process of Vasyl’ Stus Donetsk National University, Zaporizhzhya National Technical University; scope: improvement of the process of development of intellectual assets of human potential in the national innovation system.
