Essay

The peculiarities of state and public management of school education in various historical periods were represented. The theoretical positions of the state and public management of the development of general secondary education in the complex sociocultural system «child-school-community» are expanded, as well as the conceptual model of the system of state and public management of the development of general secondary education in small cities of Ukraine is substantiated.The social and pedagogical conditions of state and public management of the development of general secondary education in cities of regional subordination and regional significance in interaction with communities are analyzed; the peculiarities of the management activity of the education department in the conditions of self-government and self-organization of the city communities are determined.
