The dissertation is devoted to the substantiation and development of theoretical and methodological support, scientific and methodological bases and practical recommendations for the regulation of behavioral models of labor market actors in the new economy. The conceptual and terminological system of research of human economic behavior is specified. The essence and characteristics of the labor market actors’ behavior of are determined. Theoretical and applied principles of the study of labor market actors’ behavioral models in the new economy, based on the separation of the behavioral model of the employee, employer, unemployed, unemployed, self-employed and employed in the household, have been improved. Scientific approaches to the new economy definition are systematized and its influence on the formation of labor market actors’ behavioral models are outlined. The system of issues influencing the type of labor market actors’ behavior is identified and analyzed. The classification of economic indicators of labor market actors’ behavioral models transformation is proposed, which allows prediction of deviations from the rational behavior model, determination possible results (positive or negative) of such behavior, assessing the level of its stability and transformation probability in the future, influencing the existing behavioral models of the labor market subjects, adjusting them in order to spread the optimal patterns of behavior. The cognitive principles of correctness and rationality of labor market actors’ behavioral models are studied. The educational potential of labor market actors as a factor in the choice of behavioral models is analyzed. Institutional and digital preconditions for the transformation of the national economic system are identified. An assessment of opportunities, limitations and threats of the labor market of Ukraine in the context of forming labor potential of a new quality is conducted. The branch context of progressive employee’s behavioral model type is singled out. The typical features of modern labor market subject in the new economy are identified and systematized, taking into account gender and age characteristics, level of professional education, employment opportunities, breadth of employment, alternatives in employment for more profitable application of labor, opportunities for freelance employment, comparison of costs and work results. A mechanism for regulating the behavioral models of labor market actors in the new economy has been developed, which is methodologically based on the principles, methods, rules and tools for managing behavioral models at the macro-, micro- and household and individual levels. Institutional regulation of the labor market actor’s behavior has been improved. The modeling of behavioral trajectories of labor market actors is carried out. Behavioral tools in the system of labor market state regulation are proposed. Strategic directions of ensuring the competitiveness of the national labor market have been formed. The algorithm of monitoring the behavioral models of the labor market actors as a basis for information and analytical support of state policy is substantiated. It is proved that the introduction of the developed concept facilitates the transition from paternalistic state policy to state policy of nudging based on the application of behavioral economics, which will form productive models of behavior of labor market actors and increase their motivation by providing «subject-subject» relations in order to achieve maximum social and economic benefits for the labor market actors and social welfare.
