Essay

The relevance of the research topic is due to the need to develop scientifically sound practical recommendations for improving the public policy formulation for cadre training for the healthcare system in Ukraine. It is revealed that the researched studies are devoted to the study of issues of formation and implementation of the public policy, state policy and management in the field of healthcare, which also consider approaches to cadre policy in the field of healthcare, formation of competencies of healthcare managers, an urgent issue of forming a healthcare training system based on a competency-based approach. The scientific interpretations of the main categories, concepts and terms are analyzed. In order to improve the conceptual apparatus, the necessity of amending the current legislation of Ukraine, namely the Code of Administrative Procedure of Ukraine, by clarifying the concept of “public service”, as well as the delimitation of political and official positions and positions of judges, prosecutors, military service, alternative (non-military) services, etc. The analysis of the regulatory-legal support of the public policy on cadre training for the healthcare system has been carried out, and it is proved that the regulatory-legal acts regulating the issue of public policy on the training of cadre for the healthcare system in Ukraine can be divided into 4 groups, in particular 1) Constitution of Ukraine; 2) sectoral codes containing general rules applicable in the field of healthcare; 3) Laws of Ukraine; 4) other regulatory-legal acts of the authorities. It is established that the regulatory-legal support for the formation of the public policy on the training of cadre for the healthcare system in Ukraine needs improvement through the development of conceptual bases for the development of cadre policy in the field of healthcare in order to make changes and additions to the existing regulatory-legal framework, which regulates healthcare issues in Ukraine. It is determined that the main problems in the formulation of the public policy on the training of cadre for the healthcare system in Ukraine is that at present there is no Methodology for calculating the needs for healthcare cadre; no substantiated need for cadre has been identified. It has been established that the formulation of the public policy for the training of cadre for the healthcare system undoubtedly envisages a systematic approach which includes four main steps: identifying the subjects and objects, conducting training needs analysis, developing curricula and plans, the learning process itself, and evaluating the effectiveness of the learning process The needs for educational programs in the public management and administration among healthcare managers were identified, the results of the expert survey were analyzed and both direct and indirect methods of obtaining statistical information were comprehensively applied/ Healthcare management programs are analyzed for current healthcare cadre that offer the USA educational institutions. A model of training of cadre of the reserve of healthcare institutions was developed. It has been proved that a significant value of the reserve of cadre of healthcare institutions will have in the conditions of modernization of the public policy on training of cadre for the healthcare system, as well as for the implementation of reform of the healthcare system, reorganization of healthcare facilities, new ones opened, private medical clinics and limited financial resources. On the basis of the results obtained in the dissertation, practical recommendations on the formation of the public policy on the training of cadre for the healthcare system of Ukraine were proposed for practical implementation of the public authorities, in particular, it is necessary to introduce programs for the preparation of double diplomas: Master’s degree in Public Management and Administration and Master’s degree in Public Health. Teachers of such programs must have a diploma in healthcare, as well as a diploma in administration, as well as have experience in management activities.
