Essay

The study substantiates that the concept of "administrative service" with their features and approaches - extremely complex and multifaceted categories. Research on the provision of administrative services should be aimed at developing a single theoretical concept, which would be successfully confirmed by the practical activities of public authorities, carried out by them at the request of the subject. It is defined that the concept of "administrative service" is the exercise of power by public authorities and local governments aimed at exercising the subjective rights of a particular individual or legal entity. The mechanism of providing administrative services - a system of tools, methods, tools, which are enshrined in regulations aimed at obtaining citizens and legal entities quality services that ensure the realization of the subjective rights of recipients of such services. The author systematizes foreign experience in providing administrative services and substantiates the following patterns of implementation of the mechanism of administrative services: first, the system of administrative services was formed together with an innovative system of public administration ("new public management") taking into account society's requirements for quality and efficiency of administrative services. ; secondly, the formation of systemic legislation that covers all problems of providing administrative services, including the formation of innovative institutions, the formation of quality indicators for the provision of administrative services; thirdly, the decentralized provision of administrative services, taking into account national legislation, has contributed to improving the quality and approaching consumers of administrative services; fourth, the provision of administrative services by alternative institutions established at the initiative of public authorities and public organizations (for example, the creation of service supermarkets, the House of Justice); fifth, the establishment of expert commissions to improve the quality of administrative services; sixth, the establishment of an institution of ombudsman for administrative services. The Ombudsman Institute provides grounds for investigating the conduct of ministers and autonomous bodies with the public, in particular in the provision of public services (in particular, in the United Kingdom and the Netherlands); seventh, the introduction of competitive bidding with the participation of local authorities and representatives of the private sector; eighth, the formation of offices for the provision of administrative services, taking into account industry criteria. Thus, separate offices for the provision of administrative services for social protection, separate offices for the provision of services for passports, registration of property rights, etc. (Poland); ninth, the introduction of electronic provision of administrative services and the provision of electronic documents in order to reduce the time for the provision of administrative services. The author suggests ways to improve the mechanism of providing administrative services
