Essay

The dissertation is devoted to the study of theoretical and methodological aspects of information security policy with the accent on the importance of the information factor that acts as an independent basic resource of dominance in contemporary international relations and characterizes the strengthening communication component of international security. The paper analyses the scientific approaches to the concepts of power in contemporary international relations and their differentiation by innovative models and means of information influence on international policy, in particular, the new concept of ‘sharp power’ that is considered as an innovative technology of influence in international policy directed at achieving competitive advantages through information operations, cyber threats and manipulation of news content on media and social networks, influenced on the classical understanding of ‘balance of power’. Based on the political analysis, the activities of international organizations in information security, in particular UN, NATO, OSCE, BRICS, are summarized. It is found that the information security policy of international organizations given the emergence of new hybrid threats to international security is determined by different approaches to information resources as weapons of mass destruction and the need to renewal international mechanisms responsible for maintaining security stability at various levels of interaction.
