Difficulties with successful reforms in Ukraine are obvious. Domestic and foreign scientists, analysts and experts express various reasons for this situation in our society: insufficient formation of civil society, poor public awareness of the real state of reforms and the crisis, lack of accountability, corruption (conflict of interest), bureaucracy, general economic decline, weak competitive principles in the economy, insufficient development of medium and small businesses and other reasons. At the same time, it often receives inadequate assessment and distorted interpretation, and often simply ignores one of the most important reasons for the critical situation in the country – the lack of professionalism of various socio-professional groups, and especially public servants. This provision indicates the need for them to achieve a high level of formation of values, ideals, morality, professional motivation, professional competence, professionalism, adequate self-identification and responsibility to society as public servants.
At the same time, the study of the internal motivation of public servants and staff of organizations in general as a complex professional and psychological education is often without analysis of its basic components: values, guidelines, needs, interests, and others. A detailed study of the components of motivation allows you to better determine the meaning and influence of each of its components on the formation of motivators and motives, the motivational field of a public servant, that is internal (motivational profile) and external factors.
There is a connection between the process of formation of professional interests and the effectiveness of public servants, public service, which manifests itself in the form of a direct dependence of the success of professional activities of a civil servant on the level of formation, content and direction of his professional interests. Society’s perception of the actions of public service personnel, a favorable psychological climate in public authorities, increasing motivational readiness for productive public service.
The purpose of the work is to develop scientifically substantiated proposals for improving the formation and evaluation of professional interests of public servants in Ukraine from the standpoint of the acmeological approach. The object of the study is the socio-professional relations that are formed in the process of formation and evaluation of professional interests of public servants in Ukraine. The subject of research is the formation and evaluation of professional interests of public servants in Ukraine.
This dissertation for the first time proposes an acmeological concept of a specific important component of effective public service – anticipating the formation of professional interests of public servants, the main directions of which are: regulatory and legal impact on public service, taking into account social norms or social legislation; formation of worldview and professional behavior; and training that ensures the professional activities of public servants.
Based on the study of the content, meaning and characteristics, features, functional purpose of professional interests, the following functions of the latter are substantiated: guiding, directing, motivating, activating, organizing.
The practical significance of the obtained results is that the theoretical provisions, conclusions, recommendations of the dissertation developed and scientifically substantiated by the dissertation can be used in further scientific researches of the process of professionalization of public servants, functioning of executive bodies and activity of heads of these bodies; in law-making activities aimed at improving the legal and organizational foundations of the functioning of public authorities at all levels and the activities of their leaders; in the practical activities of heads of executive bodies of all levels; in the educational process in the preparation of bachelors and masters of public administration, during the training of public administration staff.
