Horbata L. Providing of information openness of public authorities

The dissertation provides a theoretical generalization and a new solution to the relevant scientific problem to substantiate the theoretical and methodological principles as well as scientific and applied recommendations for providing the information openness through the formation and implementation of a complex mechanism for ensuring information openness of public authorities. The most significant results of the study which constitute scientific novelty, reveal the essence of the work and can be defended for the first time include the offered complex mechanism for providing information openness of public authorities represented by a structural and functional scheme for information openness of public authorities. The mechanism contains the following components: aim; objects and subjects of providing information openness; principles; methods; mechanisms; tools; influences, as well as determinants of significant factors in determining the level of political-legal, organizational-technological, informationcommunication, personnel-motivational mechanisms which determine the comprehensive provision of information openness of public authorities. It is established that the implementation of effective public administration requires ensuring a sufficient level of information openness of public authorities, which is implemented through the use of information openness tools, most of which work on the basis of open data. To address this issue, an evaluation tool for information openness has been developed, with the help of which it is possible to: form a system for monitoring quality indicators of information services; create a network of public authorities that use the evaluation tool of information openness to raise the rating of public authorities and, accordingly, opportunities to raise additional funds for development. In order to strengthen public confidence in public authorities, which is considered a necessary prerequisite for the effectiveness of public policy, recommendations for the implementation of a comprehensive mechanism for information openness, aimed, on the one hand, to enable the public to control and monitor the activities of public authorities at all levels of management, on the other hand, it provides an opportunity for public authorities to involve citizens in the direct management of affairs at the state, regional and local levels, developing public-public interaction.
