Essay

The dissertation is devoted to the theoretical and methodological substantiation of the necessity, expediency and ways of improving the mechanism and tools of change management in the activities of the united territorial communities (UTCs) for the effective and efficient transformation of common resources into economic well-being and sustainable development. The results of the analysis of the world experience of decentralization of power and the problems of formation of the renewed system of local self-government in Ukraine revealed that the key problem is the proper utilization of the intellectual potential of human resources of UTCs with obtaining a synergistic effect from the combination and harmonization of the following triad of interests: person – territorial community of people – state community of people. The scheme of organization of efficient and effective use of common natural resources of UTC by priority provision of the proper use of intellectual resources of its population by the local self-government body is proposed. It is proved that E. Ostrom’s well-known principles on the effective use of shared resources of communities should be supplemented by the rules of sharing of intellectual resources of their population. The structural and functional scheme of the system of management of the resource model of interaction of elementary components of the UTC is substantiated. The grapho-analytical model of human resources behavior management in changes for processes and procedures of decentralization of power, reform of administrative structure, creation of united territorial communities and management of their further sustainable development is improved. It is revealed that in the domestic practice of decentralization of power there is an effect of past experience («path dependence problem») which negatively influences changes, hinders the formation of new vital values and behaviors. Therefore, it is proposed to use the institutional dominant-complementary mix-matrix for changes implementation in the mentality of human resources of communities. A type of diamond-shaped mix-matrix, which combines the ideologists of the redistributive market economy and the communist-individualist ideology on the basis of democratic and participatory governance, as well as the necessity of forming on this basis new vital values and mentality of human resources of UTCs by means of education and training and consulting influences, has been proved. A comparative analysis and evaluation of the results of activity of the newly formed UTCs was conducted. It was demonstrated that trainings, seminars, consultations with recommendations on the organization of intellectual use and use of resource, behavioral and leadership models changed the knowledge and mentality of the leaders, specialists and population. This, in turn, has led to positive developments of economic, social and environmental character in the activities of UTCs, which confirms the hypothetical assumptions about the effectiveness and efficiency of the models, technologies and tools proposed in the study of intellectual management.
