The current stage of Ukrainian state-building is aimed at establishing European values and involving the public into the state governing. The processes of public participation in managerial decision-making are the most wide-spread and researched ones. However, little attention is paid to the issues of public control over the implementation of decisions and the achievement of the results of the made decisions. The relevance of public control for public administration arises in the context of decentralization, and in a situation of its completion, when the public is responsible for the development of its own community, for the maintenance of social and cultural entities, etc., public control is established as an integral part of public management and administration and acts as an effective tool for public influence on the activities of the administrative apparatus.
The public is an active participant in the process of community development. The special importance of public control is manifested in the amalgamated local communities, where a constant process of redistribution of resources, both financial and human, is in need. All this requires not only the introduction of the principles of transparency and openness of public management and administration, but also the introduction of modern methods of professional public participation in the socio-economic development of their own community. Public control shifts from the leyer of political interaction to the leyer of socio-economic partnership, which forms the civic responsibility of all subjects of public administration at the community level.
All this requires rethinking of approaches to understanding and execution of public control in representative authorities. The solution of urgent problems involves the use of innovative forms and methods of public control, and the process of management means the use of certain tools at different stages with a clear division of powers and responsibilities of each participant.
The scientific novelty of the obtained results is in solving the current scientific problem, that is substantiation of theoretical and methodological principles of public control of representative authorities under decentralization and development of methods for its implementation on the basis of foreign and domestic research and successful experience:

- theoretical and methodological principles of public control of representative bodies under decentralization in Ukraine are substantiated, by highlighting the legal framework and methodological approaches to its implementation, based on generalization of research essence in terms of their practical application by public administrations, to ensure joint purposeful activity and effective interaction between all subjects of public administration, which allowed to propose a method of public control of representative bodies, in particular for local communities, which provides the following stages: the preparatory stage; the process of exercising public control; obtaining appropriate outcomes based on the results of the inspection; creation of a public platform for finding ways to solve the problem situation with the participation of the public and government officials; evaluation and adjustment of decision-making and activities of the representative body;

- conceptual and categorical apparatus of the science of public management and administration by introducing into the scientific discourse the concepts of “public control of representative authorities”, “methods of public control of representative authorities”;
- scientific approaches to understanding the nature of public control of representative authorities under decentralization in Ukraine, in the context of subject-object relations of public authorities and local self-government, in particular: their forms; mechanisms; influences; activities; interaction; relationships; feedback; activity; control systems; functions; ways; methods; tools; legal regulation;

- scientific approaches to: classification of social control in the context of social theories; effectiveness of public management and administration in the context of the theory of new public administration; political control, the essence of which has expanded and become applicable in measuring the interaction of several sectors; citizens’ participation and their influence on democratic decision-making processes in public administration;
- systematization of scientific views on public control of representative bodies of power, under decentralization in the areas of public administration; by areas of influence on the population.
