Essay

Object: public regulation of distance education development in Ukraine. Purpose: substantiation of theoretical bases and development of practical recommendations on improvement of mechanisms of public regulation of introduction of technologies of distance education in Ukraine. Methods: The methodological basis of the work are general research techniques and special methods based on modern scientific principles of management, economics and related sciences. The research methodology was based on a systematic approach, the methodological specificity of which is determined by the fact that it focuses research on disclosure the integrity of the object and the mechanisms that provide it, to highlight the various types of connections of a complex object and bring them into a single theoretical picture of the development of distance education in Ukraine. Results: the theoretical bases and development of practical recommendations on improvement of mechanisms of public regulation of realization of distance education in Ukraine are substantiated, the strategic directions of improvement of mechanisms of public regulation of realization of distance education in Ukraine are substantiated; and the main directions of implementation of mechanisms of public regulation on the basis of distance education systems are determined. Novelty: approaches to the development and management of the organizational structure of distance learning within the system of multilevel education, based on innovative methods of assessing the effectiveness of distance education and socio-economic effect, which allows to increase the competitiveness of educational services using graduates The mechanism of using distance services in the field of higher education has been improved through the development of the use of distance education services based on the information and communication component, reducing the importance of case technologies; existence of two forms of use in the educational process (separate electronic courses or implementation within groups of specialties and areas of training); lower cost of training compared to traditional full-time training. Received further development: socio-economic mechanisms for the use of distance education services which are characterized by the duration and continuity of production and consumption; gradual transition from seller to buyer; delayed nature of the manifestation of the results of distance learning services; income from the social significance of distance education services, which is expressed in the possibility of obtaining a significant positive effect from their provision for society as a whole.
