Essay

Object of research: processes of decentralization of the public education management system. The purpose is to substantiate the theoretical and methodological principles and applied provisions for the formation and development of a tool for standardization of educational services in a decentralized system of public education management and development of practical recommendations for its implementation. Methods: method of system analysis; method of deduction and induction; method of comparative analysis; structural and functional method; method of structural-logical analysis; economic and statistical methods; method of analysis and synthesis, as well as simulation. Results: substantiated the current task of developing a tool for standardization of educational services in a decentralized system of public education in Ukraine and achieved the purpose of the study, which is to substantiate the theoretical and methodological principles and applied provisions for the formation and development of a tool for standardization of educational services in a decentralized system of public administration education and development of practical recommendations for its implementation. Novelty: the author's contribution to solving the current scientific problem in the field of public education management, which is to develop theoretical and methodological principles and applied provisions, practical approaches to developing a tool for standardization of educational services in a decentralized system of public education management. Developed and substantiated a conceptual innovative model of public administration of educational services standardization in the context of decentralization of public administration and modern challenges, which is based on: conceptual ideas for changing the emphasis of public education reform impact on the educational business environment, changing the vector of public administration of education from administrative to service with the rule of law, streamlining the levers of influence of executive authorities on socially important processes, when necessary and justified) and adaptation of the European model of public administration for Ukraine by changing the basic tasks of public management of education Received further development: conceptual and categorical apparatus, in particular, proposed in the context of the subject of the study the author's definition of "Standardization of educational services in the conditions of decentralization of the system of public management of education", "standardization of educational services", "public management of education", "system of public management of education". In particular, the basic concept of the study "standardization of educational services in a decentralized system of public education management" is interpreted as a comprehensive administrative, informational and advisory tool for decentralized influence of the public education management system on the object of management; activities at different levels of standardization aimed at achieving the optimal degree of regulation in the field of education by establishing provisions for general and repeated use in relation to actual or potential tasks for the educational sphere. Implemented in the following activities: educational and methodical center for standardization of educational services of Kyiv Medical University, University of Customs and Finance, quality management center and committee for quality of educational standards "Alfred Nobel University" Areas of use: public authorities of local, regional and state level, bodies local government, higher education institutions.
