The dissertation presents the theoretical and methodological foundations of public management of human development, which consists in determining the key parameters of human potential in public administration scientific discourse and reveals modern mechanisms of public administration in the field of preservation and development of human potential in Ukraine.
It is revealed that the formation and use of human potential is identified with the process of development of the human essence. It is emphasized that human potential is an independent, different from others kind of potential, which is characterized by special, specific features. The content of the concept of human potential covers two aspects: 1) as a stock (resource) of health, knowledge, skills, abilities, motivations possessed by a person, which contribute to the growth of labor productivity and affect income growth; 2) as a stream of income throughout a person's life.
It is proved that the current approaches to defining the meaning of the concept of "human potential" often narrow its semantic load, understanding as the accumulated stock of health, cultural professional competence, creative, entrepreneurial, civic responsibility, implemented in the field of activity and in the field consumption based on market and non-market mechanisms. In our opinion, the concept of "human potential" is deeper than the concept of "human resources", allows to characterize the socio-economic, cultural, environmental and other aspects of human living conditions. The meaning of this concept reveals to us ways to realize opportunities in the context of social development.
It is established that the legal mechanism of public management of human potential development is a set of rules, norms, procedures and certain processes that form and structure the system space in which the state policy in the field of human potential development is implemented. The organizational mechanism of public management of human capital development is a sequence of stages of designing structures, detailed analysis and definition of the system of goals, well-thought-out selection of organizational methods and forms; their coordination to ensure the functioning of the organizational system.
It is proved that educational, intellectual, creative potential of a person is not only a powerful factor of economic growth, but also a source of income for the population, enterprises and the state. Not only do the conditions in which man functions influence his formation and development, but man himself is the main productive force of society. After all, creating new productive forces, it changes the nature, conditions and motivation to work, improves their own living conditions and family life, increases its own educational, vocational and cultural level, and the overall human potential of a country determines the pace and level of its social economic development. Thus, the role of social and educational policies in ensuring the development of human potential is key.
It is proved that the improvement of the system of formation and use of human potential in the system of public administration involves advanced training of management staff, which is considered as a continuous process of formation, formation, development and self-development, improvement and self-improvement, implementation and self-actualization. personnel united by a single system of values, goals, objectives and agreed ways to achieve them, improving the process of professional development of management staff, improving the training and methodological support of professional development of management staff.
Model of public management of human development has been developed, which consists of the following components: subjects, object of public management of human development, purpose, tasks, principles, functions, levels, functional mechanisms, results of public management of human development. One of the main directions of administrative reform in modern Ukraine is the creation of a new system of training, retraining and advanced training of civil servants, ready to innovate and take a responsible position in the context of management decisions.
