The dissertation research theoretically generalizes and proposes a new solution of the scientific problem of improving innovative mechanisms of information flows public management on the basis of reforming the power territorial organization. The modern information society needs from the state a balanced information policy, legislative regulation of information policy issues, effective functioning of executive bodies and raising the information awareness of its own citizens. Accordingly, the state information policy aimed at forming an information space on the basis of state orientation (protection of state interests, development of own cultural heritage, etc.), promotes information security of society, in fact reflects the state of national information sphere development. It is important to note that the state information policy is a key tool that ensures the viability of the national information space, provides opportunities for all citizens without exception to include, engage in political activities and influence the existing reality. Successful information policy of the state is the basis of an effective civil society, social harmony, building democratic institutions and information security of one’s own state. The question of the impact of information policy technologies and means of communication on the political component of state and social development, primarily on changes in the social and political system - as well as the social and political structure of society is very important and relevant for scientists to consider in a rapidly developing world the scale of modern information and communication technologies. This also includes such a side of state and social development as public administration, which is a kind of regulation of political and social relations, which has a communicative nature. Today, new technologies available for communication have significantly changed and will change in technologically advanced democracies the ways of influencing public consciousness in modern public administration, increasingly penetrating the main spheres of society, transforming ways of communication both within it and between society and government, changing the behavior patterns of both communicators and target audiences of communication, which will inevitably lead and already leads to a significant change in the methods and models of modern public administration in general. In the communication type of management, based on belief as a key factor in the effectiveness of the impact on target audiences, there is, for the most part, the impact on the object of management without direct coercion and the use of «legitimate violence». This model of public administration is used in cases where the object is not obliged to obey in any way the subject of management, the decisions of the subject of management are not mandatory for the object, which would be enshrined in any legal norms . As a result, in modern democratic political governance, one of the main tasks is not to work under duress, but to influence the public consciousness and the formation of political preferences and attitudes of the population, as well as creating motivational factors for the mass audience, which is in most cases public management. The key role of e-government and e-governance has come to the forefront of UN reform in public administration systems in participating countries, when it has become clear that it is the most effective means of maintaining and building institutional linkages, necessary for the sustainable development of society. The term «e-government» means a system of interactive interaction between the state and citizens through the Internet, increasing the level of accessibility of power for all citizens. Leading countries have shown that information and communication technologies can be successfully used as a basis for a management structure that increases the efficiency of public sector institutions. As a result, e-government has formed the basis for building a strategy for sustainable development of the state. One of its main functions is to create an integrated structure of policies, laws and regulations, together with the development of institutions and processes that enable the private sector and people to benefit from the development of new technologies. The basic principle of e-government, supported by an effective institutional structure of e-government, is to improve the internal work of the public sector by reducing excessive financial costs and decision-making time, by improving the integration of workflows and processes and expanding the efficient use of resources between different government agencies, institutions, ensuring long-term development of the solution.
