MAKHORTOV P. Mechanisms of public administration of civil protection of the population as a factor of national security of the state

Object: public administration of civil protection as a factor of national security. The purpose of the dissertation is to theoretically substantiate and develop practical recommendations for improving the mechanisms of public administration of civil protection as a factor of national security. The methodological basis of the dissertation was the following general and special methods of cognition: logical-semantic, comparative analysis, analysis and synthesis, observation and theoretical generalization, structural modeling. The scientific novelty of the obtained results lies in the theoretical substantiation and scientific development of practical recommendations for improving the mechanisms of civil protection of the population as a factor of national security of the state, which are revealed in such provisions. For the first time in public administration science studied the system of civil protection in emergencies, the role of the SES of Ukraine in terms of its place in the governance mechanism of the modern Ukrainian state and revealed the features of public administration due to tasks in civil protection. conditions of the global pandemic COVID-CARS-19, as well as other threats of natural and man-made nature as factors of national security. Improved generalization of approaches to: minimizing the risks of civil protection in emergencies by monitoring the environment and potentially dangerous objects, the concept of "public safety" as a subsystem of national security, whose functions include the full range of responsibilities set out in requirements for public authorities entrusted with the implementation of this important state function, due to the need for more detailed analysis and structuring of the concept of public safety as a key component of national security Classification of organizational structures that form the SES of Ukraine, proposals to improve the quality in the field of civil protection of the population in emergency situations, the subsystem of state management of activities in the field of civil protection of the population in emergency situations. The categories of "public safety" and "order", the concept of "emergency" in the context of a specific system of public administration and legal relations aimed at ensuring national security in the field of emergency prevention and response, training and retraining of managers in the field protection of the population and territories from emergencies. Implemented in the activities of: educational and methodical center of civil protection and safety of life of Sumy region, Kharkiv district state administration, National University of Civil Defense of Ukraine.
