Object: Financial decentralization as a basis for forming a model of local self-government. Objective: substantiation of theoretical principles and development of practical recommendations for improving the mechanisms of financial decentralization as a basis for forming a model of local self-government. The methodological basis of the dissertation research was the fundamental provisions of the science of public administration and general scientific principles of analysis of social phenomena and processes, as well as the work of leading scientists. The study was based on the logical-dialectical method of cognition. Methods of system analysis and synthesis, comparison, abstraction, systematization provided the definition of connections between the elements of the theoretical model of financial decentralization in Ukraine. The application of an interdisciplinary approach made it possible to comprehensively consider the regulatory and legal mechanisms for the formation and implementation of financial decentralization in Ukraine. A systematic approach was used to develop and justify modern ways of forming and implementing financial decentralization. The scientific novelty of the results is that the dissertation based on the results of the study identified theoretical and methodological and conceptual principles of formation and implementation of financial decentralization, proposed ways to improve financial decentralization in Ukraine, in particular, substantiated the theoretical model of financial decentralization in Ukraine. Improved systematization of financial decentralization, which differs from the existing separation of thirteen clusters, conceptual and categorical research apparatus and found that financial decentralization in public administration is a set of mechanisms for implementing management decisions of the local community on socio-economic development of the region. , patterns of financial decentralization abroad, which differs from existing definitions. Scientific provisions on substantiation of institutional support of the process of stimulating territorial development, normative-legal mechanisms of ensuring financial decentralization, ways of further development of financial decentralization were further developed. Implemented in the activities of Boryspil District Council of Kyiv region, the First International Development Fund of Ukraine, the International Academy of Culture, Security, Ecology and Health. Areas of use: public administration, higher education institutions, local governments.
