Essay

Object: Public regulation of the railway market. The purpose of the dissertation is to develop theoretical foundations and develop practical recommendations for improving public regulation of the railway market. Research methods. The dissertation uses both general and special methods of scientific knowledge: the method of theoretical generalization and comparison, historical and logical methods, system-structural and comparative analysis, statistical method, grouping and graphical methods - to reflect the priority areas of reforming the railway market in Ukraine . The results solve the problem of a comprehensive study of the mechanism and tools of public regulation of the railway market of Ukraine. Novelty: the complex-synergetic approach to research of essence of system of public regulation of the market of railway transportations is proved. Theoretical principles of managing the transformation of the railway market from a state of natural monopoly to a competitive infrastructure segment, theoretical and methodological approaches to developing a model of liberalization of the railway market in Ukraine, institutional support for strategic directions of reforming Ukraine's railway transport in the system of implementing agreements with the EU. Received further development: characteristics of the implementation of state policy to reduce barriers to entry in the railway market, application of criteria of independence, transparency, soundness of decisions, protection of national interests, prevention and combating corruption in the establishment and operation of an independent national regulator (National Transport Commission). in the railway transport market in Ukraine, analytical substantiation of the mechanism of public-private partnership implementation in the railway transport market for the purpose of mixed financing of railway infrastructure development based on integration of concession, institutional and communication platforms for diversification of investment sources of railway projects. Implemented by the Directorate of Railway Transport of the Ministry of Infrastructure of Ukraine, Kyiv National University of Trade and Economics. Areas of use: government agencies, higher education institutions, local governments, JSC "Ukrzaliznytsia".
