Essay

It is revealed that as a result of the temporary occupation of the Autonomous Republic of Crimea and part of eastern Ukraine by the Russian Federation, the problem of internally displaced persons (IDPs) is one of the most significant problems of modern Ukraine and includes administrative, social, political, economic, demographic, medical, psychological problems. As a result, a special direction of state policy has been formed since 2014, related to the adaptation of IDPs, coordinated by the Ministry for Reintegration of the Temporary Occupied Territories. However, IDPs face a number of adaptation problems, the main of which are housing and utilities, employment problems, access to social services and social assistance, registration as IDPs, the execution of political rights, and so on. This makes special demands on the effectiveness of the public administration system in the field of adaptation of IDPs, the development of a theoretical model and specific measures in adaptation policy, taking into account international standards, historical and foreign experience. The purpose of the dissertation research is to determine the theoretical principles and to study the functioning of the system of multilevel governance by IDP adaptation and to develop practical recommendations for improving the efficiency of the current IDP adaptation system in Ukraine. According to the specified purpose the following scientific tasks are set and solved in the dissertation: - to analyze the theoretical and methodological foundations of the concept of multilevel governance; - to analyze the problems of IDPs in Ukraine and the peculiarities of the status of IDPs as a separate social group of citizens of Ukraine; - to study domestic and foreign experience of IDP adaptation; - to analyze the role of international institutions in solving the problems of IDPs in Ukraine and to study the relevant international standards in the field of internal movement; - to determine the effectiveness of the governmental and non-governmental sectors in the national IDP adaptation system; - to develop recommendations for strengthening the efficiency of the multilevel governance system through the adaptation of IDPs in Ukraine. As a result of the conducted research new scientific and practical results are received: for the first time the concept of multilevel governance was adapted to the issues of IDPs in Ukraine, which allowed to identify and determine the effectiveness of different sectors of government (governmental, civic, business) in the adaptation of IDPs, to analyze the interaction of government sectors at different levels of governance (supranational, national, regional, local) and make proposals to strengthen the systemic unity of multilevel governance to address internal displacement in Ukraine; bsed on the analysis of internal displacement processes and relevant mechanisms for IDPs adaptation at the regional level, the concept of “regional regime for IDPs adaptation” was conceptualized, which allowed to determine its features and criteria for selecting the relevant types of regions. improved substantive characteristics of the status of IDPs in Ukraine as a separate social group, which has additional (special) rights, responsibilities and guarantees due to the circumstances of their forced internal displacement and relevant needs, which allowed to separate management mechanisms for IDPs from related social groups with the temporary occupation of the parts of Ukraine territory within the anti-terrorist operation - veterans, members of the mission, members of their families, as well as with a related group of refugees; systematization and general characteristics of international standards and approaches to the adaptation of IDPs, which allowed to compare them with the norms of domestic legislation and to identify the areas for improvement; acquired further development study of the sources of formation of the concept of multilevel governance, which allowed to determine its ties with network theory, doctrine of governance, the paradigm of global governance; methods of situational analysis of the processes taking place in the environment of IDPs, due to which the effectiveness of the functioning of the public sector on adaptation of IDPs is proved.
