The Introduction reveals the state of development of the scientific problem, substantiates the relevance of the chosen topic, defines the object, subject, purpose, concept, hypothesis, tasks, methodological and theoretical foundations of research, research methods, reveals the scientific novelty of the results, their theoretical and practical significance. the personal contribution of the applicant is determined, the data on the implementation and approbation of the research results are given.
The purpose of the dissertation is to substantiate the ways of development of GRcommunications in the Ukrainian segment of the Internet and to analyze their growing importance in public space to promote information security.
To achieve this goal the following tasks are set:
1) carry out a scientific analysis of government communications in measuring cybersecurity issues;
2) identify the features of GR-communication as interaction with public policy actors;
3) to explore the role of the public space of the Internet in GRcommunications;
4) to characterize the regulatory and legal support of government communications in modern Ukraine;
5) to find out technologies of modeling of effective GR-communications with use of possibilities of Internet space;
The object of study - public relations arising in the field of government communications.
The subject of research is the development of the mechanism of government communications in the system of public administration as an element of information security of Ukraine.
The methodological basis of the dissertation is a set of methods and techniques of scientific knowledge, the use of which is objectively determined by the content of the tasks.
The first section "Conceptual principles of government communications in the science of public administration" provides theoretical and methodological foundations for the development of government communications in public administration, which consists in identifying key parameters of government communications in public administration scientific discourse and defining modern mechanisms of public administration in development. communications in Ukraine.
The second section "The current state of government communications in the system of public administration in Ukraine" analyzes the regulatory framework of information and communication support of public authorities and the implementation of the communication strategy of government agencies. This made it possible to conclude that the existing regulatory framework quite clearly regulates information relations in Ukraine, highlights the basic principles of information activities of the authorities, determines the basic principles and conditions for the formation of information infrastructure of Ukrainian cities. It is emphasized that the established norms are not fully implemented, there are no mechanisms for their implementation due to insufficient funding
information industry, slow introduction and application of modern information technologies in the activities of government institutions.
The third section "Building Government Communications in the Modern Ukrainian Information Space" reveals that creating sustainable systems of interaction between business and government and forming knowledge bases focused on them, in particular, on technologies used in this area, can be one of the catalysts that can accelerate industry GR. The classification of GR technology as: technologies of direct interaction with authorities is developed; technologies of examination and involvement of experts; media relations; grassroots and communication technologies of corporate social responsibility. The study explains the shortcomings of existing classifications - the presence of ordinary activities, their incompleteness and redundancy.
The Conclusions provide a theoretical generalization and a new solution to an important scientific problem, which is to theoretically substantiate the state policy of government communication in the public administration system as an element of information security of Ukraine and develop proposals, recommendations to improve this phenomenon taking into account domestic and foreign experience.
