Essay

It has been revealed that dynamic and deep changes in the system of public administration in Ukraine necessitate the systematic and continuous improvement of organizational structures and forms of activity in public authorities at all levels of governance. In order to achieve socially significant results and improve the quality of public administration, public authorities should develop new programs and services, and also actively use modern management methods and technologies. It was determined that in Ukraine, there are various private enterprises and organizations that have special competencies and approaches and can effectively perform a number of functions assigned to public authorities and relevant business processes. Outsourcing allows private and non-governmental organizations to solve some separate tasks facing public authorities. It was revealed that the expansion of the participation of private companies in the activities of public structures is provided at the level of several regulative acts. However, the effective implementation of outsourcing is hindered by the lack of regulatory principles and methodical foundation for using outsourcing in the activities of public authorities. The object of the study is organizational relations for the implementation of functions and processes in public authorities and public institutions. The subject of the study is the use of outsourcing in public management and administration at the local level. The scientific novelty of the obtained results of the dissertation is in the revealing of conceptual approaches and practical methods regarding the use of outsourcing in the activities of local public authorities. As a result of the conducted research, new scientific and practical results were obtained: for the first time at the level of dissertation research in the specialty 281 "public management and administration", the conceptual and applied principles of outsourcing in the functioning of public authorities and public institutions were revealed and systematically examined, which made it possible to determine the factors, advantages and disadvantages of outsourcing in the government sector, to define the corresponding risks, alternative approaches to outsourcing management and the conditions for its launching, to summarize the types of outsourcing initiatives and practices in public authorities. it is improved the definition of outsourcing in the public sector, as the transfer of a separate function, process or type of activities and actions through a contract between public authorities, state and communal institutions, enterprises, organizations for execution by external private organizations with the preservation of overall responsibility by the public institution, which made it possible to determine such characteristics of outsourcing as contractual nature, regularity, competitiveness, controllability, limited application. conceptual characteristics of an outsourcing contract as an agreement as a result of which one part (public institution) transfers its functions or activities (service, information, personnel, etc.) or business processes (organizational, financial, economic, technological, etc.) to another part (a private organization), which has the necessary qualified personnel and other resources, that allowed to consider outsourcing as mixed civil law contracts, with elements of the subcontracting agreement, provision of services and labor contracts. it has been further developed methodical principles for determining the effectiveness of administrative and management processes, which allowed to propose a system of indicators of the effectiveness of outsourcing in public authorities, which includes the indicators characterizing the results of outsourcing; indicators characterizing the economic efficiency of outsourcing; indicators characterizing the level of outsourcing management; indicators characterizing the level of performance by the organization engaged as an outsourcer; legal regulation of outsourcing in the legislation of Ukraine, which made it possible to propose the amendments to the laws of Ukraine "On public procurement" and "On administrative procedure", which would determine the outsourcing mechanisms of functions and processes of public authorities.
