Essay

The thesis is a scientific paper that provides a solution to the relevant scientific problem – substantiation of a complex of conceptual provisions and practical proposals for ensuring the development of a smart city based on the use of innovative management instruments in local self-governance in Ukraine, as well as the development of theoretical and methodological support for relevant processes and their continuous improvement and development. According to the results of the study of the theoretical foundations of the development of the «Smart City» concept as an innovative approach to local management, the development should generally meet such criteria as self-organizing, motivation, adaptability, resource conservation, and technology orientation. An author proposes a definition of the “smart city” concept, which is considered a complex and multifactorial municipal system, containing institutional, social, economic, ecological, and technological components, the effective coordinated and integrated work of which ensures the sustainable development of the city, increasing comfort and providing quality services. Emphasis is placed on the fact that the formation of methodological foundations for the development of big cities and its stimulation depends on the understanding by local self-government bodies (city council) of the deep complexity and systemic stages of this process. It was determined that the managerial approach to considering a smart city as a public space limited by the geographical boundaries of the city consists in studying the conditions of functioning of the city's economic system, forming a favorable business and investment climate, establishing the city's brand and creating its positive image, strengthening recognition in other markets, using peculiarities of development of local markets of goods and services, capital, labor, information, knowledge, and technologies. Based on these initial provisions, the city is considered as a form of territorial organization of social activity of actors with its characteristic features of relationships between subjects of social relations, infrastructure, and conditions of economic activity (traditions, values, reference points). A comprehensive analysis of the state of scientific development of the problem of the creation of the «smart city» proved that smart management is often equated with e-governance, which takes into account the experience of industrial management and focuses on the system and complexity of solutions. It was proved that for the effective development of a smart city in the post-war period, it is necessary to: ensure the appropriate regulatory and legal framework at the state level; create general and local conditions of social, economic, and ecological security; develop civic initiatives and enhance social responsibility; form an economic basis of positive structural changes in the urban institutional-socio-ecological-economic system. The state of development of smart e-governance as an innovative approach to solving the problems of «smart» city management is analysed using the example of the Dnipro City Council. It was determined that taking into account the experience of using ICT and the improved mechanisms of remote work, e-governance can be understood as achieving a clear level of implementation of management tasks through ICT, which contributes to a smart, well-organized, fast, convenient, and transparent policy-making process with the provision of information and practical solutions for citizens in general, including the performance of management tasks during a crisis period, for example, the epidemiological situation with the COVID-19 pandemic, and then – the war.
