Essay

The thesis solves an urgent scientific problem, which consists in the theoretical and methodological substantiation of a set of public administration mechanisms (basic and modern) for the development of organizational competence of local government officials and the development of practical recommendations for their use in reforming the local government system of Ukraine. A set of public administration mechanisms for developing the organizational competence of local self-government officials in Ukraine has been developed and substantiated, including interrelated and mutually agreed basic (regulatory-legal, organizational-functional, motivational-value) and modern (informationcommunication and instrumental-technological) mechanisms based on on systemic, organizational and competence-based, acmeological, axiological, dialogical scientific approaches and principles of subsidiarity, socio-psychological influence, openness, fairness, responsibility, information content, which contribute to: administrative, managerial, marketing levels; strengthening the consultative, advisory and monitoring function of an official of local self-government; increasing the level of electoral participation of the population in elections; introduction of an internal system for assessing the quality of a local selfgovernment body according to relevant criteria; establishing clear and transparent horizontal communication links between local authorities and the community and population.
