Essay

The dissertation is devoted to topical problems related to the specific features of conflict management in the local government system, which can provide a constructive direction of the conflictogenity vector. The dissertation provides a theoretical generalization of previous scientific research on determining the content and essence of the definition of "conflict"; its significance for the local government system; features of conflict management at the local level, and also offers a new solution to the scientific problem, which is revealed in a comprehensive study of the constructive potential of conflicts. A thorough analysis of the main theoretical provisions of the essence of the key concepts of conflict management within the framework of the science of Public Management is carried out, which allowed us to conclude that the existence of conflicts is a normal phenomenon in the life of society since the global task of socio-economic development of the future has no solution. Based on the conducted research: key developments of scientists are identified; the versatility of the definition of "conflict" is established; it is found out that conflicts are understood in different ways (either as a norm of social life, or as a pathology); The author's directions of conflicts (conflict-positive and conflict-negative) are highlighted, which perform different functions and require different reactions to them on the part of the management system, but at the same time equally signal the existence of contradictions in the "power-public" system, as well as contribute to the improvement of the management system and affect the mechanisms of adaptation to changes. Practical methods of conflict management in local self-government have been developed. The author's position on the interpretation of the content of certain fundamental concepts of conflict management within the framework of the local government system has been formed. It is found out that the basic characteristic of conflict is interaction, which includes the potential possibility of translating conflict-negative into conflict-positive based on the use of effective management actions aimed at forming developing, and using the constructive potential of conflicts. The essence and epistemological connection between the definitions are revealed: "Management", "Administration", "Public Management", "Public Administration", "Local Self-Government", "Local Governance" and the author's scheme of the interrelation of the presented categories within the framework of the study is constructed. Detailed: systematics of types of conflicts in the public system at the level of local self-government; primary sources and boundaries of conflict; general and specific functions of conflict; mandatory elements of conflict; obvious and hidden signs of conflicts and their characteristics; spheres and sources of conflict situations in the local government system and the author's vision of the process of functional conflict management at the micro-level is proposed. Objective reasons that contribute to the Prevention of destructive conflicts in the local self-government system (creation of appropriate conditions for Life, fair distribution of material goods, development of regulatory procedures for resolving typical conflict situations) are identified. It is established that the effectiveness of the conflict management process in the local government system can provide a basic model of conflict management. It is proposed to introduce the author's classification feature (complexity of interaction) into the typology of types of interaction in the local government system, which includes: ordinary interaction and associated interaction. The experience of developed countries in resolving conflict management issues at the local level is outlined and it is established that modern governments are trying to make more efforts to improve the quality of such management by reducing the likelihood of destructive conflicts with the help of modern information technologies since many conflict situations can arise due to violations of the rights of citizens to receive public information. The existence of an imbalance in the structural and organizational support of conflict management at the state level and the level of local self-government in Ukraine is proved. The article describes the regulatory framework of Ukraine on Conflict Management and establishes that the concept of "conflict" is interpreted only in the context of a conflict of interest.
