Chernenko B. Mechanisms of medical and biological emergencies’ public administration in Ukraine

As a result of the analysis of researches of leading domestic and world scientists in the field of formation of mechanisms of public emergency management, we have given the author's definition of "mechanisms of public emergency management of medical and biological nature" - a set of measures and tools (organizational and administrative), financial and economic, legal, socio-cultural and digital) using which actors (government and the public) influence society to implement decisions to protect against or eliminate the consequences of emergencies of medical and biological nature, ensuring the achievement of goals and objectives of public policy in health care. An algorithm for the functioning of the system of organizational and economic support of public emergency management of medical and biological nature is proposed. The proposed algorithm contains five stages of effective management: analysis, planning, organization, coordination, evaluation and adjustment. First of all, the system of organizational and economic support of public administration is subjective, because it is a construct formed by people and has value only for a certain set of specialists, based on socio-economic, legal, industrial, legal and other constructs that are specific to each case; secondly, it is an objective construct, because it represents the content of economic processes, which, above all, can be considered supersystemic - those that are universal for the existing level of development of society. The model of the system of organizational and economic support of public emergency management of medical and biological nature is presented. In turn, the developed system is characterized by cyclicality, which ensures the continuity of the process of public emergency management. It is substantiated that the main purpose of public management of emergencies of medical and biological nature is to ensure socio-economic security of the population, taking into account the formation of appropriate conditions for achieving a quality standard of living based on normal functioning of economic processes in society. The implementation of this goal involves the development and implementation of plans for localization and elimination of the consequences of emergencies, which in some way should include the implementation of a set of such strategic objectives: effective implementation of preventive, remedial and other measures; organization of logistical and financial support of a number of identified restoration works; organization of life support of the population; practical restoration of damaged facilities from emergencies; compensation for material damage caused to the entire population, business entities, etc .; providing appropriate conditions to promote the reproduction of old or the formation of completely new socio-economic ties. The author's classification of mechanisms of public management of emergencies of medical and biological character is given: 1) institutional (basic) mechanisms: normative-legal, organizational, information-communicative; financial and economic. 2) functional (specific) mechanisms of public management of emergencies of medical and biological nature: socio-economic responsibility; optimal redistribution of the risk of emergencies of medical and biological nature; attraction of budgetary and extra-budgetary funds; stimulating socio-economic security; contingency and insurance in case of emergency.
