The dissertation provides a solution to an important scientific task, which consists in the development of theoretical and methodological principles, methodological and scientific and practical recommendations for the implementation of state social and economic policy based on strategic planning tools.
The existing classifications of the strategies of socio-economic development of the state have been improved with the selection of such classification features of these strategies, namely: normative; orientation; level of uncertainty and degree of risk; the relative strength of the strategic position; type of development; the basic concept of achieving competitive advantages; degree of aggressive behavior in competition; level of decision-making; stage of the life cycle of the state. A conceptual-categorical apparatus for the study of state socio-economic policy has been developed by clarifying the essence of concepts based on a process approach, namely: the strategy of socio-economic development of the state; strategic management of the socio-economic development of the state; strategic planning of the socio-economic development of the state.
The main stages of the process of strategic planning of the socio-economic development of the state by elements are defined, namely: strategic analysis of the state of the socio-economic development of the state (analysis of the internal environment of the state (strategic potential); analysis of the external environment of the state (strategic climate); determination of the strategic position; construction of a forecast socio-economic development of the state); development of a strategy for socio-economic development of the state (identification of strategic alternatives; selection of the optimal strategy; construction of a "tree of goals"); development of a plan for the implementation of the strategy of socio-economic development of the state (determination of indicators of achievement of strategic goals; determination of a list of programs (measures) for the implementation of the strategy; determination of resources and their sources necessary for the implementation of the strategy; determination of deadlines and executors).
The classification of uncertain events of state social and economic development programs by spheres of manifestation has been improved, namely: financial (events related to the order of receipt, volume and sources of funding for the implementation of the program); emergence of emergency situations (natural, technogenic, biological and social); environmental (events related to ecosystem change); management (organizational, sphere of interaction with commercial organizations (public-private partnership), information technology); administrative-legal (events related to changes in regulatory procedures of all stages of program implementation, in particular, in the field of PPPs); foreign policy (events related to the impact on the national interests of the country); economic (sphere of world economy, sphere of state economy); force majeure, random events (events caused by the influence of unaccounted factors).
A conceptual approach to the improvement of technologies for supporting state targeted programs of socio-economic development in conditions of uncertainty has been formed, which consists in: developing a standardized toolkit available at all levels of public administration; the main tasks of technological support with the selection of the main elements (initiation, planning (development and approval of the project of the program, composition of activities, plan-schedule of implementation, planning of resource provision, planning of risk management), implementation (implementation), monitoring and control, completion (evaluation of the effectiveness of the results programs)).
A methodical approach to the planning of the socio-economic development strategy has been developed, which is based on the developed theoretical bases and takes into account the criteria for the analysis of strategy development, namely: the stakeholder approach takes into account the presence or absence of a coordinating body; inclusive approach, participatory planning - composition of developers; theories of communicative planning and new public management - development procedure; incremental approach - strategy structure; long-term or short-term planning takes into account the strategy implementation period; the theory of institutional design - tools for strategy implementation; policy integration, indicative planning takes into account the coordination of the strategy with other documents.
