The dissertation research presented in this paper seeks to advance the theoretical foundations, methodological approaches, and organizational principles underpinning the enhancement of communication interactions between government and non- governmental entities within the realm of public administration in Ukraine
A novel scientific and methodological approach to fostering communication interactions among state and non-state entities is introduced and substantiated. This approach adopts an integrated perspective and entails the establishment of a comprehensive management mechanism for communication interactions between state and non-state actors. This complex management mechanism is exemplified through the implementation into a state policy of barrier-free environment, notably the establishment of the Barrier-Free Environment Communications Office and the Expert Council within the Ministry of Culture and Information Policy of Ukraine.
The anticipated outcomes of this proposed approach encompass the coordination of the communication process, heightened public awareness of government policies and participation opportunities, facilitation of discussions between government bodies and civil society representatives, management of emergency or unforeseen situations affecting institutional functioning or public safety, and the measurement of the effectiveness of public communications and communication interactions between state and non-state actors in Ukraine's public administration system.
Furthermore, the paper enhances the conceptual and categorical framework for analyzing public management processes within the context of communication interactions between state and non-state actors in public administration. This includes a refined interpretation of the concept of "communication interaction in public administration," with a particular emphasis on distinguishing between political and state communication.
The paper also addresses the latest trends in communication interactions between state and non-state sector entities, both in Ukraine and globally. It highlights how these trends impact citizens' trust in institutions during peacetime and wartime, emphasizing the need for maintaining high standards and effective coordination in government communications which promotes participation and consultations involving interest groups.
Moreover, the research contributes to the improvement of scientific and methodological approaches for shaping interaction models between state and non-state entities. This is achieved through the synthesis of successful practices in public communication with civil society organizations, media, businesses, local self- government bodies, and international organizations.
The paper also advances the conceptual principles of an integrated approach to communication interaction in public administration. This entails the development of a communication strategy to collectively achieve predetermined objectives, engaging and coordinating all relevant parties, utilizing modern communication technologies and channels.
A significant portion of the paper is dedicated to the adaptation of international best practices to the Ukrainian context. It explores examples from countries such as France, Canada, and Great Britain, with a focus on determining state priorities, establishing uniform standards, and applying the Barcelona principles in public communications in Ukraine.
The study also outlines practical recommendations for enhancing communication interaction, drawing from the specific context of the Strategy for Creating a Barrier-Free Environment in Ukraine. General recommendations for effective communication interaction encompass professionalization of communication practitioners, the development of accessible educational courses, the adoption of unified communication terminology, and the promotion of communication interaction concepts by government officials. The paper also calls for the initiation of communication interaction in various activities, including cultural events, and advocates for the continuous updating of the Communication Strategy to strengthen both external and internal communication interactions, involvement of representatives of civil society, business, local government and other interested parties in decision making on issues important to society.
