The dissertation presents the theoretical, methodological and practical aspects of the organizational mechanism of state administration for the provision of social services to territorial communities and develops a model and directions for improving its functioning.
It is justified to ensure budgetary autonomy through the communities' own budgets, which gives them the opportunity to allocate funds for social services, exercise financial control and rationally distribute resources; the factors of integration of services are disclosed, which provide for the possibility of integration of various types of social services (education, health care, social support, etc.) for comprehensive satisfaction of community needs; the aspects of community resource management, which include expenses for administrative expenses and the distribution of budget funds between various programs and services, are disclosed; the role of monitoring and evaluating the quality of social services provided to the community is substantiated.
The need to distinguish obligations between the central and regional levels in the system of providing social services is substantiated, according to which the level of territorial communities is entrusted with the responsibilities of monitoring compliance with legislation in the field of social protection of the population, developing plans and programs for social development, maintaining a regional register of providers social services, informing the population about their list guaranteed by the state and the list of social services that can be ordered and paid for by the population of communities in non-governmental organizations and the private sector.
The author's definition of the terms "organizational mechanism of state management of the provision of social services", "resilience in the provision of social services to territorial communities" is scientifically substantiated, their essence and peculiarities of implementation in territorial communities are revealed,
Approaches to the formation of priority directions of the state policy for providing social services to the population in the developed countries of the world have been identified, namely, among the directions of using foreign experience in the provision of social benefits, the following factors have been identified: bringing the size of social benefits to the real needs of their recipients; implementation of the mandatory health insurance system; coverage of the system of social payments only to the population without means of livelihood and loss of working capacity; ensuring the orientation and fairness of the provision of social benefits by strengthening the control functions of social control bodies; differentiation of unemployment benefits, which leads to an individual approach and a high level of protection against unemployment for persons without alternative sources of income; provision of social assistance in kind and in the form of participation in temporary social programs, which provide not only social support, but also employment and professional development.
The main components of the organizational mechanism of state management of the provision of social services in territorial communities have been scientifically substantiated - the components that jointly ensure the effective and systematic operation of the social service system include: legislation; institutions and organizations; financing; human resources and personnel; infrastructure and resources; monitoring and evaluation; cooperation and partnership; information system; ethics and standards.
The organizational mechanism of the state administration for the provision of social services to territorial communities has been substantiated and directions for improving its functioning have been developed, which are specified in the scientific results of the study. Research has shown that understanding the motivations and defining the relationship between the public and private sectors is the basis for cooperation between the public and private sectors.
The model of the organizational mechanism of state administration for the provision of social services to territorial communities in the conditions of the martial law of Ukraine was developed and substantiated, the directions of its formation, implementation and improvement were revealed, in particular, the theoretical and methodological foundations of the complex mechanism of state regulation of the market of social services include: regulatory, legal, institutional, organizational, economic, financial, resource, information and communication mechanisms and substantiated the structure, relationships and system of relations between the elements of the structure and market participants subject to the regulatory influence of the state.
