The dissertation is a systematic study of the quality of secondary education by means of institutional audit from the standpoint of public administration. The paper assesses the state of ensuring the quality of secondary education by means of institutional audit, presents the conceptual apparatus of the study, as well as proposed ways to improve the quality of secondary education by means of institutional audit. It was found that the obligatory component of the state management of education is the indicator of the quality of education, according to which the effectiveness of the national education system and the effectiveness of its management are determined. Management activities in the field of education quality are based on the implementation of all major management functions: information-analytical and organizational, motivational, planning and forecasting, regulatory and corrective and control and diagnostic.
