Povroznyk P. Innovative development of entrepreneurship in the face of global challenges.

The terminological and conceptual apparatus of the research is refined, providing justifications for the following definitions: innovative development of entrepreneurship; innovative development of an enterprise. Simultaneously, proposals are formulated for the implementation into national legislation and the promotion of startup development as a form of innovative entrepreneurship. This involves normative-legal regulation of startup interpretations, transparent and effective regulation of support tools for startups. Scientific and theoretical approaches to the institutional modernization of the regulatory system and stimulation of innovative development in entrepreneurship have been refined. This includes justifying their impact on the national innovation ecosystem and distinguishing between formal (legislation and regulatory institutes) and informal (innovative thinking, startup culture, digital platforms, and hubs) institutions. The work places particular emphasis on the concept of the national innovation ecosystem, proposing the following interpretations and propositions. The concept is defined as a collection of interconnected subjects and relationships that operate within the innovation environment of a specific country. The effectiveness of these interactions is enhanced through synergistic connections, emergent qualities, organic collaboration, and national distinctiveness. The concept is suggested to be examined from two perspectives: the content concept within the coordinate system of "human capital-potential of relationships-institutional capacity" and structural zoning with key subjects. The basic principles for its formation are justified, including synergy of subject connections, national distinctiveness, harmonization with European standards, organic interaction among subjects, and the development of startup entrepreneurship. This approach has led to the identification of four zones within the national innovation ecosystem: idea and solution generation, incubation, experimentation, and support for innovative enterprises (startups). The effective functioning of relevant subjects within these zones creates the conditions for overall innovation development in entrepreneurship and the specific development of startups or small businesses in the country. Further scientific-analytical justification has been given for the necessity of forming regional innovation ecosystems (as components of the national innovation ecosystem) based on a problem-prospective matrix of innovation entrepreneurship development. This is illustrated using the example of the Lviv region, highlighting the region's strengths and weaknesses in the context of growth and uncertainty orientations. This conceptualization facilitates the institutional provision of the region's innovation ecosystem within implemented and project initiatives. It can serve as a foundation for extrapolating such approaches within the regions of the country, taking into account the specificity of rear, front, de-occupied, and support regions. The conducted economic-mathematical modeling of parameters for the innovative development of enterprises, based on the application of correlation-regression analysis, allowed for the identification of key factors. These include absolute and relative indicators of capital investment size in the economy, the volume of new loans issued by banks to economic entities, the level of shadowing in the economy, the degree of tax burden on the domestic economic system, the share of education expenses in the total expenditures of the budgetary system, and the size of the national securities market. The analysis resulted in construction of a multifactor regression model that confirms a close relationship between the identified factors and the volumes of production activity of Ukrainian entrepreneurial structures. A methodological tools for analyzing the innovation development of enterprises is proposed, which, unlike common approaches, involves constructing an integrated indicator covering components such as the business activity of enterprises, the share of capital investments in the financial resources of enterprises, the share of education expenses in budgetary expenditures, the specific weight of the volume of securities market trading in the country's gross product. The developed integrated indicator of innovative development for Ukrainian enterprises allows for a comprehensive analysis of the performance of the business sector, aiming to formulate effective economic policies at the state, regional, and local community levels. Its advantage also lies in the possibility of complementing it with additional components that characterize the innovative development of enterprises. Developed scientific and applied approaches to the strategic planning of state policy, particularly utilizing insights from relevant foreign experiences, involve justifying the concept of stimulating the innovative development of entrepreneurship.
